A weapons and armor smith for supervillains! He'll build you what you want... for a price of course! There's also another catch, you need to be a member of the Superhero Proving Grounds federation. This character is specifically made for that fed.

As a side note, the character may be from Team Fortress, but that's purely coincidental. The person behind the character has never played that game, nor know anything about it. I just googled "Evil Engineer" and found this picture.
