I too have experienced this ... It seems to only cascade if you block the master account ..( you dont know which is the master ).
As an admin of feds i have had several cases of abuse where a simple block should be the end of it.
I am not sure if it's a bug or something. From what I see in previous discussion Block function is supposed to block all characters of one account from contacting all characters of another. However currenlty it does not work that way.
So if someone blocks me - I can't contact any of this person's characters. But I will still be able to contact that person from another character of mine.
And the other way, if I block someone - I only block that 1 character. I can still write to all other characters on that account, and all other characters on that account can write to me.
This makes the block function kind of useless, as if someone blocks you, you can just create another character and contact them again.
I think the correct way for the function to work is that if I block someone - I block ALL THEIR characters from contacting MY CURRENT character.
However a version where it's ACCOUNT <x> ACCOUNT block is also an option and would probably be the most fair.
I don't see an option where any kind of blocking wont be possible to abuse to find out connected characters on one or another side. So it has to be an acceptable tradeoff. Because if it's only per-character block then it does not help from spammers.
