Blair Dame is the daughter of a wealthy multi-millionaire family in Europe -- specifically, from the tiny principality of Monaco, though her parents are of British origin -- that runs a large charitable foundation of the same name. Despite being brought up in the lap of luxury, Blair dedicated herself to rigorous strength muscle training out of a belief that she might one day need to personally protect herself and the ones she loves. Blair's mother gave her permission to travel the world under the condition that she would be accompanied by her bodyguard, Cracker Jack, and she eagerly leaped on the opportunity to improve her skills.

While Blair might tell people that she fights only for herself and her family, that's not quite true. Blair has always wanted to be one of the World Warriors: those who fight in the World Warrior Tournament, or the World Fighting Tournament, or the Street Fighter Tournament, or whatever the shady criminal organizations that always run the thing are calling it now. And she's even gotten... pretty close! She was in Street Fighter EX, which is a spin-off tournament, but Chun-Li and Ryu were there, so it sort of counts! It's only a small step from there to the real thing, a mainline Street Fighter Tournament -- she just needs to qualify for the big one...

But she's simply never managed it. She trains, and tries, and fails every single time. Most of the time, she's eliminated in the first round of the qualifying tournament, losing to some no-name fighter who's also never made it into Street Fighter proper and never will; one time, she even lost to Dan Hibiki of all people -- that one was hard to live down. If he can make into Street Fighter, why can't she?

Which brings her here. Fighting in lesser tournaments against foes that she ought to be able to look down on, desperate to pad her win record and improve her skills. She has a special fondness for fighting shorter, skinnier, oftentimes feminine men, as she feels like being able to beat guys at all should improve her standing... but, despite her best efforts, she can't escape the ugly reality that she's nothing more than a pampered, privileged jobber.
